The Kıbrıs Gazetesi report is too long to relay all of it to you. You can google-translate it to read more of it:

Suffice to say, the Ministry of Tourism and Environment in cooperation with the Ministry of “Public Works and Transport”, have been discussing with a few airline companies the possibility of creating a partly-state-owned/partly-private-owned airline. The Tourism Minister told the Kıbrıs newspaper that ticket prices had increased considerably since the closure of Cyprus Turkish Airlines, and to stop that trend was the main reason for the airline.

On telling my TC wife about this, she remarked that, since CTA folded, we hear about such plans roughly once a year. Her father then commented that the rise in ticket prices had more to do with the increase in casino tourism than it had to do with the demise of CTA.
