Can anybody tell me please what document is required for proof of address to obtain a letter from the Lapta Muhtar for the first time? Would an annual property tax receipt be sufficient?

It should be, provided that your name(s) are on it

Alternatively, a Koçan, a sales contract or a rental contract with your name(s) on it.

If you've none of those, you could offer to take him to the property to demonstrate that you actually live there - one of the Alsancak Muhtars used to insist on it - but I think that he was just a nosy bugger, and wanted to see whether you had any good stuff that he could 'beg'

Seriously, you shouldn't have any bother as long as you don't look like vagabonds!

Thank you. It's for friends. Their sales contract is held by their lawyer and shared koçan doesn't have their actual address on it so hoping the bill will be sufficient. I know it would be ok for my Karsiyaka muhtar but they all have different ways of doing things.

Have to say that I have had various things like this done by a variety of muhktars in Lapta over the years and never once been asked for any proof of address. One of them, now retired, was as blind as a bat and I used to fill in the firms myself and point to the place where he should sign it!

If the letter is for a 'Residency Application' (1 or 2 year Visitors Visa) they will still need a photocopy of the sales contract. There shouldn't be any issue getting one from their Avukat though.

KC,We came under the jurisdiction of the Alsancak Muhtar you refer to and you are quite right, he was a nosy, touchy feely old b+++++r. All he wanted to do weigh up was what he thought you might have in the bank and more besides. Nasty piece of work.
