Car Tax and Insurance at the Border - Opening Times

Yes it's that subject again...

I am a bit confused.
The tax office at Metehan border as I am lead to believe opens from 9 to 2pm? Can anyone please confirm the correct times? Is it open Sat and Sun?
The insurance booths open 9 to midnight maybe a bit earlier all week?

You need both tax and insurance to cross the border. So what is the point of the insurance booths staying open longer when the tax office is only open to 2pm?

The substitute tax document lasts a year, so you don't need a new one every month.
