If you have a paypal account, you can use it with vpn here. It may require some verification (sms) occasionally. However. have in mind that you will not be able to use a paypal account with a local or Turkish credit/debit card, as paypal ceased to operate with Turkish/TRNC banks around 3 years ago.

I have a paypal account which I frequently use for ebay purchases, and have never had any issue whatsoever.

I don't use a TRNC address because of the postal problems, and I don't use a VPN

You don’t need a VPN but you do need your main account address (and that of your credit card) to be somewhere other than Turkey or North Cyprus. You also need to use a credit card that is again neither Turkish nor North Cypriot. You can have stuff delivered here if you wish by using a delivery address different from your main account address, I have done this for the past few years with no problem as long as the package was registered and trackable.
