I've been to four Bankamatic ATM's in each of the past two days.

They've either been "unable to dispense at this time" not working period, or 100TL only.

Am I just unlucky or is it the same across the north?

I had a similar problem, East of Girne today.
Will try tomorrow, after Banks have opened.
