Over 70s driving in the South.

A good friend, who I have no doubt to Question, has told me that when he went to renew his “ motor tax “ in the south he was asked for a doctors certificate as he was over 70. After some polite discussion he was allowed to renew but was told next time a doctors certificate would be required.
A number of issues here. If you hold a legitimate EU driving license can they refuse you? If so would they recognise a certificate from the north?
