Land for agriculture/farming.

I have a friend with land in Bogaz with a proposed project, is now hearing from some quarters that land is being designated for farming/agriculture use only.
Anybody with any information would be helpful.

It was announced a short while back. A scheme to give away seized land to young settlers from Turkey. The conditions appear to be somewhat 'cloudy'.
