can anyone give me details of how I find out who needs a visa to visit TRNC please?

The Immigration Department at any major city Police Headquarters should have that information or try the main Immigration Office in Lefkoșa.

Ask a friendly Cypriot to make your enquiry with the exact specifics of the country of origin/gender/age etc of the individual/group involved.
