I would have thought mains water would be cheaper and cleaner than from a well/tanker

Cranfield having read your previous thread with many questions.... you seem to understand very little about TRNC...... or you are just trying to wind people up.... no offense of course. You are not supposed to fill or top up your pools from mains water MVP.... last I heard anyway. Just because we are supposed to have the pipeline from Turkey, mains water is not meant for pools.

Rough summary -
UK - if NOT on water meter, 'fixed' water rates payment, water thereafter 'free' regardless of amount used. If on water meter, pay per amount - but how much per ton(ne)?
Cyprus - pay per amount used whether tap or tanker - but what is the difference in price per ton(ne)?
And anyway, just how long would it take to fill your pool from your tap?

The dams are overflowing and the local councils need the money, i can't see there would be any problem filling from the mains especially in the off season when usage is low. Might be worth popping down to your Beli and asking.
