The high temp cut out operates at around the low 90 degrees. My Hot Spot heater gives a digital readout of the temperature. If the heater is set at "winter" which brings on the full burner, the "flame" set at high and the "temp" on maximum the heater will reach 90 when on a sunny day the water from the solar panels is already high.
My heater probably like yours has no thermostat to regulate the temperature so the outflow temperature is all dependent on the supply to heater temp and the adjustment of the three dials on the heater. If the fault happens on a cold day then this will not be the cause. What is important is to know what the actual temperature leaving the heater is.

Glad you are making progress. If a blockage is suspected a simple test is to remove the outflow pipe from the heater, open up the inflow and see what how much water flows out of the heater. On the connection to the in side there should be a small strainner located just inside. If you think it needs a chemical descale it is an easy job to disconnect the gas , water pipes, lift the heater off the wall (very light weight ), turn upside down and pour descaling fluid which is available from the supermarket into the heater through the water connection pipes,
