Muhtar in Lapta

Please can you tell me where I can find a Muhtar in Lapta? I live within yards of the Beledir's offices, so would appreciate directions from there.

The Muhtar for Lapta works in payment office of Lapta beledir a very nice helpfull man.

Yesterday, I visited the Lapta Beledir as planned, in order to see the Muhtar. She wasn't there, but I was directed to the cafe just down the road , where, upon my enquiry, the staff rushed into the road, and whistled and shouted to the lady who had just passed, and was entering her gate. She retraced her steps and upon my enquiry, we sat down outside the cafe. She has perfect English, is absolutely charming, did all the form-filling, and when she asked where I lived, I pointed upwards, and said I'd been there for over 2 years. She then realised that I was her neighbour, high up, on the opposite of the ravine, that she sees weeding, sawing, and occasionally lazing in the sun. So now I have someone to wave to,--a lady Muhtar.
