Apparently it is to do with the move of the licensing department to lefkosia and to enable online payments!

Extract from above link, "In the meantime, the ministry is working with the aim to activate an online payment system for road tax by the end of this year".

Yes, and the article mentions SMS number 1300 - the same as in the SMS I received today.
So I am going to reply with all the data they have requested on me and my car.
If this helps being able to pay road tax etc on line in the future then it is a step in the right direction.

PS - did it and got a thank you back by return!

For some reason, I was unable to copy the text for pasting on here.

Here's the text: -

"The Ministry of Public Works and Transportation initiated a new application under the name of Kayıt Vehicle Registration Information System amacıyla in order to inform vehicle owners in advance about all transactions performed at the Vehicle Registration, Inspection and Licensing Branch Authority. Vehicle Registration and Licensing Branch sent an SMS to the vehicle owners and asked them to send their name, surname, e-mail address and license plate information to 1300 by leaving a space after each information. Thanks to this free service, the information will be recorded and vehicle owners will be informed via SMS when the date of the transactions such as navigation and inspection approaches."

It will also help the police collect fines for speeding, and parking tickets too (belediyesi). My log book just says my name and address is Karsiyaka - that's all they had in 2004.
