When renewing passport does the named on the passport have to to be signed for by that peron when delivered or can anyone at that address sign for it on their behalf.

No you can sign it when you receive it via DHL or however you do it. There is a box on the online form asking you about signing it if memory serves

I had to sign for mine and I needed proof of identity.
