Heat exchanger advice

I have not long moved into a brand new apartment and have noticed the water is always cold. The pipes on our heat exchanger on the roof are always cold while the others for the rest of the apartments are quite warm. I understand that the weather has cooled down over the last few weeks as our local plumber keeps very rudely and aggressively telling us but I am quite sure that we should be at least getting some warm water to wash at least the breakfast dishes. I have to use the booster switch everytimeto get hot water for the last four weeks. Our heat exchanger is placed beside a wall on the roof and the sun rises on the side where the wall is, could it be that the exchanger isn’t getting sufficient sun? The landlord is been totally unhelpful and I don’t want to be nagging him if I should'nt be. Can anybody tell me if your constantly having to use your booster before I end up storming into his office demanding he sorts this out. Your replies are greatly appreciated with this one.

For the last week or so I have been using our immersion to heat the water for half to an hour in the mornings, the water heated by the roof panels is not totally cold but I've become a bit of a whimp over the last few years here and prefer my water hot when I shower
Having said that note I said my water is not cold, so if your water is totally cold then you do have a problem

could be that the solar panels need cleaning if there covered in dust they dont work very well or could just be something simple like an air lock so the water is not flowing in the panels, is the system switched on some places have two settings one for winter and one for summer

The other thing is, are you leaving it running long enough, but saying that I have been using the immersion heater for the last 2 weeks for showers, but even so, I still have to leave the water running for at least 5 minutes before it comes through hot.

Good point Stella, yes you have to make sure you have run the cold water off from the system before you get the hot
