Google Turkish to English is confusing cansomeone tranlate

But does it mean 1% surcharge on card usage

In the translation, the words "reimbursment" and "refund" appear - while I cannot remember where or when, I vaguely recall that to encourage card transactions over cash (easily monitored/reduces "untraceable/shady business - Big Brother?), all transactions by card would result in a 1% refund of the amount paid....
If I understand the interpretation, the banks are saying they do not have the software yet to do this.
Does anyone else recall this or similar?
