Stamp for Muhtar letter

Hi all , we've been told two different price stamps for this! What is the correct one? And do we need them with us when we go? Thankyou.

Ah the ol key to the city. Mandy and i were told different prices but it may vary by area. Ours cost us 10tl each, no stamps though. The German bloke in front of us had to buy some stamps for his and it was more than 10tl worth too. You don't have to carry it with you, however you'll need it for certain things like opening a bank account etc.

Not sure if it varies between Muhtars. We paid 3.50tl stamps for each letter and 17.50tl for each residency permit when issued. The residency permit stamps can be purchased in the cafeteria in immigration building on the day.

We got our Muhtar letter in a Esentepe two weeks ago. We went to the post office first for the stamps and asked the post office how much they would be and he said 3.50 each person.

go to the post office in lapta before you get your letter and they will give you correct stamp
it will be crossed over, but you can get the stamp later and cross it out later, make sure you use the same colour pen.

I think 2 separate things. Stamps should bu put on by the Muhtar and cancelled. This often does not happen and you have to get your own. 3.5tl has been quoted.
Cost of the letter. In the past I have been told there should be no charge, however I have known charges for the letter ranging from nothing to £20. I am at the better end of the scale for this thankfully.

If you are charged £20 you are being robbed!
Normally 10tl in Karsyaka.

Technically, you should only pay for the face value of the stamps.
The Muhtar is a public servant, and is doing the job for which he receives a wage.
He is not supposed to charge the public any extra for simply doing his job.
There is nothing to prevent you from giving him a gift voluntarily of course.

So if any Muhtar is not supposed to charge for this "Key to the City" letter, and we didn't need any stamps for ours, what was our 10tl each for? Or have i just answered my own question? (With another question).
