New ID rules when visiting Spain

Tourists travelling from the UK to Spain could face being arrested by police if they fail to carry their passports while in the country, the Foreign Office has warned. UK travellers are now legally required to present their ID if requested by a police officer. However, a driver’s licence will not be accepted. Only the original passport, or a clear photocopy, will be suitable. Police have the right to accompany foreigners back to their accommodation and request to see the original document, if they deem it necessary. Spanish police routinely conduct passport sweeps of public events to locate criminals, or people living in the country illegally. You must provide ID (your passport) if requested by a police officer. The police have the right to hold you at a police station until your identity is confirmed.

These rules are not new. They have just been restated for unaware football fans travelling to a game.

Apologies if the title is wrong but the article makes it sound like new requirements using phrases such as 'The Foreign Office has updated its travel advice', 'UK travellers are now legally required to present their ID', etc
Does it only apply to football fans, do you think?

The use of "now" is disingenuous and deliberately so.
It's for any visitor but the FO have issued an idiots guide for the fans (and you'd have to be an idiot to support Liverpool)
Brexit is done and people are at last moving on but the political agenda in Scotland is division - with a view to scexit from the UK - which isn't going to happen.

But what if the majority of the people there want to leave the U.K.?
Hasn’t the democratic precedent now been set by Brexit? Or does that not count any more?

But Mowgli, they had a 'once in a lifetime' referendum in Scotland, and the decision by a majority of around 10% was to remain within the Union. Is that not democracy?

But the eu version of democracy is to keep having votes until the “correct” answer is achieved!

So “democracy” = one vote and that’s it?
So why do we keep having parliamentary/presidential etc elections every so many years?
When conditions change then aren’t people allowed to change their minds?
