Permission to leave house

Our friends are stuck in Ireland and their pool 
is partially full with rain water. Due to problems with the pipework not very straight forward to empty. Went around the first day, with permission to find I couldn't get the electric I needed. Got a solution to that issue from our friends and applied for permission again only to find when it came it had already expired by over 1 hour. Applied for permission again for today which was refused. My daughter has been getting permission to feed their cats and in some cases it was as little as one minute.
