Cardplus debit/atm cards rip off

Last week I put the card into the ATM and it wouldnt work, even after several attempts by the bank teller, he said "the card must be sent away to be reset as it must be faulty or the ATM has cleared the card, being quite a new card it is strange".
Anyway today I picked the card up from the bank only to be told that my account would be debited by 35tl for the card replacement, although it was not my fault, I asked what would happen if this was the case everytime I used my card, and was informed that I was covered for a 6 month period from now if this occurred again, but not if I lose or damage the card.
I understand that this is not the banks fault as they only act as agents for this company and use their cards, but my other bank only charges 6tl if you need to replace a card and that's only if its your fault.
