We asked Alsancak two years ago and they recommended a guy (think he was a bin man) who worked on the side. Things might have changed now though.

Thank you both for replies, i did visit the lapta belediya , they advised using private media due to the backlog of work during shut down .however I was kindly given a contact by the name of Mesut, I called him early evening on Wednesday and he came the following lunchtime, he was a very polite efficient young man. We shall definitely use him again.
