Does anyone know an ATM that dispenses dollars? I know a lot of them say they do, but has anyone actually got them?

Its almost impossible to find one. Very rarely Garanti do because I kicked up of a fuss as I have an account with them. Exchanges should have them. I saw someone yesterday exchange roubles for dollars.
