Buying a car who pays?
If you buy a car from a private individual, who pays for the log book change the buyer or seller?

On the three occassions that I have been involved with private car sales, it has been the purchaser who paid.
I suppose that there's nothing to prevent it being 'negotiable' as part of the price paid for the vehicle, but that would have to be by mutual agreement.
It is in the seller's interest to ensure that the vehicle is actually registered in the purchaser's name, because otherwise he could get landed with speeding tickets etc
I know that that can be sorted out, but you really don't want the hassle...

Yes as mentioned above. I recently did the same. I paid as a purchaser.
