Can tourists cross the border or just residents?

Hi, we are trying to plan our route to North Cyprus. I am finding it difficult to gather reliable and accurate information. Can anyone help or at least point me in the correct direction?
Our country has been placed on the red list for north cyprus. We are on the red list for south cyprus too, but because we are double vaccinated, we can go there without quarantine.
With the rules as they are at the moment, can we do 14 weeks in the south and then cross the border as a tourist with a negative PCR? I am finding conflicting information about whether or not tourists can cross the border.
Our other plan would be come to north cyprus via larnaca and do 10 days quarantine… would rather not do this option, but if needs must…
Any advice must be very much appreciated.
