Electric meter flashing red light?

Can anyone advise me what this means.
Not mine, but new neighbours, would hate for them to get cut off. Thanks.

I'm sure that two red lights on the meter means it has been cut off.

They have lights on. But one red light flashing ?

If they have power in the house and it is only one of the lights flashing red. This means that power is being used through the meter.

2 Lights means there is power to the meter,but nothing is being consumed at that moment.
If you look at the Numbers on the meter, underneath are some letters.
If there is an arrow pointing down at The letters "SD" then you have been cut off by Kibtek.

What i have noticed with the meters on our site is that in normal use and with power on to the apartments. The two lights on the meter show as one red and the other orange. If both lights are red, then the power has been cut off by Kibtek and they have to be contacted to reconnect the supply. To be honest i have never pressed the buttons to run through the program on the meter so you may well be right. But to me, two red lights mean no electric as an idiots guide.
