That is correct plus a PCR test, go to Emirate's airline website for the latest info

People were turned away by Emirates last week.

I travelled to dubai in July and they had no problem both at check in and on arrival at dubai airport as long as you have a valid pcr test certificate. They didn’t ask to see my vaccination certificate but I did have it in my stack of papers. You do have to have a swab taken but its very quick and easy and they text you within 2 hours. I travelled from Larnaca on Emirates.
