Flaky plaster on celing

So apartment opened up after 2 years. Very little damage but some flaky ceiling plaster. How best to deal with it.

When away for some considerable time, keep all internal doors open, and windows in each room slightly open, it helps if you have shutters that lock on inside for security reasons. The house needs to be aired. If you only have flaky ceiling in one room, then you are very lucky. It just needs to be redecorated: scraped, probably filled and then painted.

the damage is quite small but strangely very annoying
Prepared to have a go myself to fix, so scrape away to get rid of the loose stuff. The sand, the fill, the paint.
What is the best filler to use?
Does it need sealing prior to painting?
Best paint for high moisture area bathroom)?
All advice gratefully received

I have had trouble with many toilet ceilings some just won’t stop flaking for long so i give them a coat of Trimetal fix witch adheres the old paint back to the ceiling. The give a coat of gloss paint. That fixes it for good next time you can use any paint you like
