It matters not if you are issued a one day TOM document at 08:00 or 14:00, or any time in between, your one day TOM is only valid till midnight on the date of issue.
Your car insurance is valid to midnight on the date of expiry, no matter what time of day you purchased the insurance. Why would anyone think the TOM document is treated differently?

You will require:
the TRNC vehicle kocan registered in your name;
your valid UK or better still your valid EU driving licence*; and
your UK or EU passport.
I think that is it.
You will not be able to use your TRNC issued driving licence as a supporting document - unless you are a TC with valid kimlik.
Depending on size of the vehicle, at least 25 euro to pay for one month third party vehicle insurance (minimum duration), only purchasable upon presentation of a valid TOM document.
TOM issuing opening hours 08:00 - 14:30, but do not run close to the wire as you will risk the officials closing up shop on the dot.
* you may be able to obtain a TOM document valid for one year if in possession of a valid EU issued driving licence and passport.

Just a thought, if a TC friend took the car to Metehan, could they get a TOM document for a year and then enable a UK passport holder to obtain insurance in their name and use for up to a year??

Assuming you obtained a one day valid TOM document, If you were to drive your TRNC registered vehicle in the RoC after midnight you would be driving without a valid TOM document and your RoC third party insurance would also be invalid because your TOM document had expired.
My RoC third party insurance document purchased at Metehan states the insurance is only valid if in possession of a valid TOM.
What happens? Nothing. Unless involved in a RTA in the RoC or stopped and documents checked by RoC police. Sod’s law and all that.

Recently had to ross a fair few times, after 2 or 3 weeks stopped again to pick up my daily document and the guy said he'd issued me a 1 year one as he'd seen me several times.
