With the decree prepared by the Council of Ministers, all kinds of wages will be deducted.
With the "Decree on Reorganization of Income Deductions and Taxes Regarding Natural Disasters and Some Obligations in order to Eliminate Economic Losses in the Country" prepared by the Council of Ministers, deductions will be made from 1 percent to 5 percent from all kinds of salaries.
The Decree on Reorganization of Income Deductions and Taxes for Certain Obligations in order to Eliminate Natural Disasters and Economic Losses in the Country, prepared by the Council of Ministers, was published in the Official Gazette and entered into force.
Details of the decree were also disclosed.
Elimination of the losses caused by the natural disaster caused by the earthquake that occurred in the Republic of Turkey on February 6, 2023, compensation and/or rehabilitation of the people who were damaged in the earthquake and/or meeting all kinds of needs, and training within the scope of combating natural disasters and especially earthquakes that may arise in the future, In order to meet the needs in the fields of health, civil defense and firefighting, “The Decree with the Power of Law on Re-arrangement of Income Deductions and Taxes for Certain Obligations in order to Eliminate Natural Disasters and Economic Losses in the Country” was prepared.
With the decree, all kinds of wages will be cut from 1 percent to 5 percent. The minimum deduction will be applied as 1 percent from the gross salaries up to 30 thousand TL, and the highest deduction will be applied as 5 percent to the wages of 75 thousand TL 1 kurus and above.
Within the framework of the decree, 10 percent will be deducted from the state contribution paid to political parties every month. 1 percent of the gross salary will be deducted from those who receive all kinds of salaries and wages from private sector employees. By decree, tax bases, fees, vehicle registration and license, hunting license etc. A certain amount of contribution will be taken from the fees.
Contributions to be received; Construction of a closed sports hall in Famagusta in memory of the students who lost their lives in the earthquake, construction of a monument in Famagusta in memory of the students who lost their lives in the earthquake, education support item for the earthquake victims, search for debris as a result of the earthquake and airplane flights sent for the purpose of carrying aid, construction of a thousand houses to help the earthquake victims , purchase of interior furnishings (white goods, furniture, curtains, etc.) for a thousand houses to be built to help earthquake victims, providing vehicles, technical equipment and equipment to the Civil Defense and Organization Presidency within the scope of combating earthquake and natural disasters, assistance for maintenance and repairs, assistance to be provided for the purpose of strengthening the fire truck, technical equipment and equipment within the scope of the fight against earthquakes and natural disasters,
According to the information in the Official Gazette, the decree will remain in force until February 1, 2024.
The details of the decree are as follows:
“With this decree;
- Deductions to be made from all kinds of salaries (including the thirteenth salary), wages and salaries and pensions, gross salaries (excluding social assistance, disability salaries and wages, cemile benefits, retirement bonuses and severance pay):
(A) 1% between 10.000.01-TL-30.000.00-TL
(B) Between 30.000,01-TL-55.000,00-TL 1.5%
(C) 2% between 55,000,01-TL-75,000,00-TL
(D) 75,000,01-TL and above 5%
- A 10% (ten percent) deduction is made from the monthly State contribution paid to the Political Parties.
- A deduction of 1% (one percent) is made on all kinds of salaries (including the thirteenth salary) of private sector employees and the gross salaries or wages of salaried servants,
- In accordance with the Income Tax Law, a contribution of 1% (one percent) is made over the net earnings of 2022 submitted on the annual return and the total annual net income determined by replenishment or ex officio,
- According to the Income Tax Law, taxpayers who are taxed on a lump-sum basis will make a contribution of 1% (one percent) to be calculated over their net income in 2023.
- In accordance with the Corporate Tax Law, in 2022, a contribution of 1% (one percent) is made over the declared effects or the determined ex officio replenishment annual bases.
- 1% (one percent) on their annual basis for taxable banks; A 1% (one percent) contribution is made for companies taxed in accordance with the International Banking Law.
- A contribution of 2% (two percent) in foreign currency and 1% (one percent) in Turkish Lira is made over the bases received for renting all kinds of immovable property.
- 1% (one percent) for citizens of the Republic of Turkey over the amount of withholding paid at the time of transfer of immovable property; A contribution of 2% (two percent) is made for the citizens of the Turkish Republic of Northern Cyprus and those who are not citizens of the Republic of Turkey.
- 1% (one percent) contribution is made over the base of motor vehicle registration and license fees.
- 10% (ten percent) contribution is made over the temporary registration fee of motor vehicles.
- 10% (ten percent) contribution is made over the fee to be paid for specially selected plates.
- A 10% (ten percent) contribution is made over the amount of motor vehicle transfer fees.
- 2% (two percent) contribution is made for each star criterion in the classification documents given to hotels and from hostels, motels and similar businesses that do not have star criteria,
- A contribution of 1.000.-TL (One Thousand Turkish Lira) is made from company, partnership, title and patent registrations to be made in accordance with the Companies Law.
- 10% (ten percent) contribution is made over the tax bases paid for the purpose of organizing foreign artists, theater or musical ensembles and similar entertainments.
- A contribution of 250.-TL (Two Hundred and Fifty Turkish Liras) is made from each person who has a hunting license.
- A contribution of 1% (one percent) is made over the movable property capital revenues.
- A contribution of 2% (two percent) is made over the amount received for the services provided by those who set up and operate a mobile telecommunication infrastructure, or for the facility, transfer, transfer and communication services offered within the scope of telecommunication management (including prepaid card sales).
- A contribution of 1% (one percent) is made over the tax bases paid for the realization of these activities and those who have obtained an operating concession permit from the state to engage in any game of chance activity.
- In addition to the Gaming Hall License and/or Gaming Hall Operating License fee, an additional 1% (one percent) contribution is taken and an additional 1% (one percent) contribution is taken for each additional Lottery Table and Lottery Machine.
The revenues to be obtained by this decree will be used in the following items;
1- Construction of a closed sports hall in Famagusta in memory of the students who lost their lives in the earthquake
2- Building a monument in Famagusta in memory of the students who lost their lives in the earthquake
3- Building tombstones for those who lost their lives in the earthquake
4- Education support item for earthquake victims
5- Debris searches as a result of the earthquake and flights sent for the purpose of carrying aid
6- Building a thousand houses to help earthquake victims
7- Purchase of interior furnishings (white goods, furniture, curtains, etc.) for a thousand houses to be built to help earthquake victims
8- Expenditures made for earthquake victims in Ankara, Gaziantep and Mersin representations
9- Assistance to provide vehicles, technical equipment and equipment to the Presidency of Civil Defense and Organization within the scope of combating earthquakes and natural disasters.
10- Assistance for the maintenance and repair of school buildings within the scope of Earthquake and Natural Disaster Struggle
11- Assistance for the maintenance and repair of health centers within the scope of combating earthquakes and natural disasters.
12- Assistance to be provided to strengthen fire trucks, technical equipment and equipment within the scope of Earthquake and Natural Disaster Struggle
13- Purchase of drugs and medical supplies
14- Other unforeseen expenses.”
