Can anyone explain to me what a Navigation License is please, in relation to driving a car, I keep seeing weekly police reports where they say

X number of people speeding
X number drink driving
X number driving without a driving licence
X number driving without a Navigation License

I can't find anything relating to a Navigation License other than sailing a ship

So the driver can be fined for driving a vehicle without road tax but the vehicle can still be on the road provided nobody is driving it? Seems about right as most of the vehicles on the roads are not driven by anybody anyway - lol.
