The information is here
https://www.infonorthcyprus.com/permanent-residency
You need to have full title deeds for your home valued at over €125,000, confirmed at immigration last month.
It says rental agreement in the above but if they won't accept a sales contract or shared Kocan (from personal experience in January) then I'm not sure why they would accept a rental agreement.

According to the immigration manager at the start of this month, if you rent then you can not gain permanent residency! I spent hours up there to find out that the answer to all my questions was simple - NO. 17 years of residency, including all the stamps before that stopped - counts for nothing. Rental for the past 13/14 years counts for nothing. Money - now that counts for everything and is the golden key to whatever you wish - lol.

Also needs renewing every 2 years. Really no advantage that I could see.

I was led to believe that is one advantage of the white kimlik. I didn't pursue it as I am well past the age of wishing to work so, for me, the whole thing seemed a waste of time and money.

White kimlik gained through work permit, still required to work for someone. Advantage, your boss no longer owns your right to live here therefore easy to swap jobs so they say.

For people not wanting to work I could see no benefit at all. I was told the property valuation was not necessarily the value on the open market but rather a value put on by the relevant authority and that probably my property would not be enough anyway. Also as said previously it still has to be renewed every 2 years. Actually getting it in the first place was much more runnig around to various authorities than the normal permit and the cost for someone to do it was crazy so,on balance, we decided not to get involved.

I couldn't see any benefits either, and certainly have no intention of working. I also read that you can only spend a max of 60 days per annum out of the country. Whether this is true or not, I have no idea and not looked into. Unfortunately I can't remember the source.
