What do the utilities tarif codes relate to? Has anyone a clue?

My Kib-tec Tarif is 03

My Belediyesi Tarif is S

Thought I was seeing things when I read the prices on that tariff list then saw the date - Ocak 2009!!

Tariff one is Builders Rate,the highest, I know we are on it!!
