Does anyone recognise this person dumping two puppies in the Karsyaka Area ?

No not while people do not neuter their dogs and what seems like no control on breeding and not knowing what to do with the 'unwanted' puppies

About 10 or so years ago we did that very thing and the woman was recognised by a shopping bag and a head scarf. That sweater he is wearing is VERY VERY obvious and conspicuous but you need to be more specific about area of Karsiyaka and a road. Presumably this was a property CCTV?

This man was moving puppies from the middle of a nearby road and away from danger as reported elsewhere.
