Barking dogs

We have 3 dogs running up the road barking at motors mainly trucks . Is there anything can be done to make there owners a bit more responsible for other peoples safety and piece. There was a new law bought in does this help us or the dogs

Unfortunately the shelters are full, people still breeding dogs. If you know they have an owner the zabati should respond to your information.
