PV solar system permission

here some info about the need for permissions / application to energy ministry - Kibtek.
All home owners who have a single or 3- phase 240/420 Volt AC connection to the mains (= electric meter from kibtek) and wants to install a PV solar system which produces AC power (eg from an inverter), needs a permission. without our with batteries does not matter.
two kind of systems are available.
1. the classic excess power grid feed / net metering with no batteries and the known "credit system"
2. the so called "selfconsumption" (öztüketim) system
these systems works on their own until, eg, batteries are down and the kibtek grid kicks in for support.
those are often declared to be an "off grid" system which does not need permission and could be installed "tomorrow" (quick money compared to "endless waiting").
but, a "classic off grid" system has no mains (kibtek) connection. only those systems are in a sort of grey zone. they theoretically need also a permission (as they produce AC power), but the "possible fine", the disconnection of the mains kibtek meter for illegally installing a solar power system, obviously can not apply.
so, any problems with installation method 2. which might occur later will be your problem and not the installers (and so called " solar expert").
there might be possibilities to install 2. without a permission, but definitely not with the cheap and often used so called "hybrit inverters".
that has something to do with the "working principle" of hybrit inverters and the related cabelling.
an installation which also works from PV but does not need a permission are solar runned well- and pool pumps, as they are not connected to the grid and produce no AC.
