Unmanned Aerial Vehicle (DRON) User Manual
Special conditions/restrictions regarding the flying of small Unmanned Aerial Vehicles (UAV) DRONs within the TRNC Airspace.
A. For flights with DRONs whose maximum weight does not exceed 249 grams, for flights with a maximum height of 50 meters (150 feet) above ground level it is not necessary to obtain permission/authorization from the Civil Aviation Authority under the following conditions:
1. The operator/business must have received the necessary training to use the system related to this aircraft.
2. The operator/business does not act under the influence of alcohol, drugs, or other substances that affect judgment and reaction.
3. The operator/operator prevents or prohibits the discharge of any substance or material that may cause damage or damage during the flight.
4. The operator/business may fly the aircraft if he/she is reasonably satisfied that the flight is safe and that the flight can be interrupted immediately in case of unfavorable conditions.
5. The operator/business will maintain direct, unaided visual contact with the aircraft at a distance not exceeding 150 meters in order to prevent collisions with other aircraft, persons, vehicles, marine vessels and structures.
6. Each operator/business is allowed to operate one aircraft at a time.
7. It is mandatory to obtain a Flight Permit from the Civil Aviation Department 5 business days in advance for all flights to be carried out in residential areas, crowded or very crowded open air organizations.
8. A safety distance of 150 meters from built-up or crowded areas should be ensured, and to keep the operator, supporting personnel, vehicles and other supporting assistants at a distance of 50 meters from people, animals, plants and etc.
9. To provide a security zone at least 6 km from any airport/airfield and 1.5 km from the helipad.
10. Excluding the operator or other persons from a 30-meter safety area during takeoff and landing under the control of the operator/business.
11. Within the prohibited zones, borders, dangerous zones and reserved zones specified in the aviation publication of the Civil Aviation Authority and on, around or within military settlements, public settlements, archaeological excavation sites, special facilities, with permission from the appropriate authority or owner.
Flights are not allowed except for flights.
12. It is strictly forbidden to take aerial photographs of military restricted areas/facilities.
13. If necessary, the police and municipal authorities should be informed by the operator/business.
14. DRON operators/business must register with the Civil Aviation Authority. They must provide details about the contact numbers and names of the DRON (Unmanned Aerial Vehicle) in their possession and technical specifications (model and serial number) before the flight.

15. Only in cases where visual meteorological conditions are met, sunrise-sunset flights can be carried out between 10:00 and 12:00 and in clear weather with at least 2km visibility.
16. Do not fly carelessly or recklessly with your Unmanned Aerial Vehicle (UAV) - you will be punished if you endanger people or aircraft.
B. DRON to be flown within Approved aircraft design facilities under the conditions specified below no special permission is required by the Civil Aviation Authority for:
1. The operator/business must have gained the necessary training to use the system related to this aircraft.
2. The operator/business does not act under the influence of alcohol, drugs, or other substances that affect judgment and reaction.
3. The operator/business prevents or prohibits the discharge of any substance or material that may cause damage or damage during the flight.
4. The operator/business may fly the aircraft if he/she is reasonably satisfied that the flight is safe and that the flight can be interrupted immediately in case of unfavorable conditions.
5. Operator/business with other aircraft, persons, vehicles, marine vessels and structures. In order to avoid collision, the aircraft will maintain direct, unaided visual contact with the aircraft at a distance not exceeding 500 meters horizontally.
6. The flight must be made at a height not exceeding 400 feet (120 meters) above ground level.
7. Maintain a safety distance of 150 meters from built-up or crowded areas and keep the operator, supporting personnel, vehicles and other supporting assistants at a distance of 50 meters from people, animals, structures, etc.
8. Excluding the operator or other persons from a 30-meter safety area during takeoff and landing under the control of the operator/business.
9. All flights are subject to third party liability for property damage and physical disability/injuries.
Liability insurance must be secured.
C. A Special Permit issued by the Civil Aviation Authority is required for any DRON (Unmanned Aerial Vehicle) flight that does not meet the above conditions or exceeds 249 grams. For this purpose, a written application must be submitted to the Civil Aviation Authority to be evaluated.
Relevant DRON (Unmanned Aerial Vehicle) operators for photographic work related to film and TV production, advertising agencies, marketing or other promotional activities within the TRNC Airspace, large land reclamation / real estate development in industrial sites or research or infrastructure inspection, They must apply to the Directorate of Civil Aviation Department for a special aerial photography permit. The applicant must specify the scope of the flights and the region to be flown.
It notifies the Civil Aviation Authority of its coordinates, altitude and operator information, undertakes its accuracy and obtains permission for the region to be flown.

All applications will be evaluated on a case-by-case basis.
Important Notes (applies to all DRON operators)
1. Directorate of Civil Aviation Department DRON (Unmanned Aerial Vehicle) operation/operation permit process aims to prioritize flight safety. Collecting photographs, information or other advertising purposes does not extend the rights.
2. Collection, storage and use of photographs or information are subject to TRNC laws and regulations. DRON (unmanned aerial vehicle) operators must ensure that they comply with these applicable requirements and exemptions.
3. The permission of the Civil Aviation Department Directorate only targets the safety of the flight. It does not constitute permission to violate laws that concern the legitimate interests of the police or other legal bodies.
4. The operator/business is completely responsible for the safe operation of the Drone (Unmanned Aerial Vehicle).
Imported Technical Compliance
Import technical conformity permit for UAVs with a maximum weight between 249 grams and 25 kg
in order to be given
The following information and documents are sought.
1- Product catalog containing technical specifications of UAVs and systems,
2- UAV and systems production year and manufacturer country,
3- Proforma invoice containing brand, model and serial number information and compliance with Customs Legislation availability.
4- Criminal record document of the person importing the UAV and its systems,
5- Contact information of the real/legal person who imports the UAV and its systems,
REGISTRATION PROCEDURES
It is mandatory to register in the "Registration System" for each UAV brought individually from abroad or purchased from importing companies.
The following information must be submitted to the Registration System for UAVs whose maximum weight does not exceed 249 grams - 25kg.

Note: Since the new model drones have a part attachment device under them (if added, the weight will exceed 249 grams), drones weighing less than 249 grams will also be registered.
