I've got some listed from some time back, which were free for withdrawal of TL using UK cards (Revolut, Starling and Chase cards to be precise)
For ages, I've just used the ATM at Limassol bank in Esentepe, so have no recent knowledge of the others on the list.

Ziraat
Capital,
Turk Bankası,

Limassol bank,
Universal
Iktisat

CardPlus ATMs

Just to add, I don't think any offer free withdrawal of Sterling any more. Read recently that TEB only allow their own cards to be used for withdrawal of Sterling (used to be able to use Barclays card). No idea about others, but they all charge as far as I am aware.

Ouch! That is painful, considering it won't be a huge amount of cash withdrawn. Better to withdraw in TL and change to Sterling at money exchange if Sterling is required.

I think different ATMs must have different limits, I can get 8000 TL from Limassol bank in 2 transactions, assuming machine is loaded with 200TL notes, if 100TL notes would take 4 transactions, but have only ever attempted two with one card.
