Can the Noter give power of attorney

yes. I have used the one opposite the main court for this very reason and his English is very good. Be sure to be precise of what you want it for. This Noter will ask you exactly what you want it for. Good luck

They are getting much more careful than they used to be years ago. I attempted to obtain PoA 19 months ago so that I could Witness my husbands signature concerning sale of property but because I was over 80 it was not legally possible. Once you hit 80 there are a number of legal papers you can no longer sign.
