Solar panel glass replacement

Last year hail broke the glass on some of my customer's solar panels. All people I contacted said new panels and quotes submitted. The insurance company then arranged and only the glass was replaced.
Recent weather has broken uninsured customers, does anyone know who only does glass replacement?
Unfortunately I think the man doesn't want the work as in Bellapais as he has not responded and all others have said new panels.
