I am under the impression it can be done at the office in Girne, this is located behind the General Hospital ( government hospital) in through the main doors to the left at the rear of the building there is a door go in there ask at desk on the left lady speaks very good English.................
We were there last week and saw others doing what appeared to be a change of name on log books.

I bought a car in December 2011 and at that time it had to be done in Lefkosa. Would be interesting to know if this has now changed. Anyway, just in case, here are the directions to the office in Lefkosa:
From Kyrenia drive over the mountain and straight over the main roundabout towards Lefkosa. Drive past the hospital (on your left) and through the next set of traffic lights (Mercedes garage on the corner on the left). About 200m further along turn left (there is a Turkcell shop on the corner) and then take the first right turn (there is a wooden shack type cafe at the turning) and drive along this road almost to the end. There is a turning on the right and the small building at the turning (on the right-hand side) is the tax office.
You will need to take a ticket from the machine. There are various options but I can't help with which one but I'm sure you will find someone to help you. Be prepared for a long wait if it is busy and don't forget they close at lunchtimes for a couple of hours. Good luck.

You Cannot change the ownership of a car in Girne.....
You have to go to Lefcosia.
Make sure you have the correct forms, I always go to a Notar who will photo copy your & the sellers passport ( Kimlik Card ) and tell you, you must produce this at the tax office within 10 days, this costs 30 TL but when you go to the tax office the transaction will take only a few minutes.
When you arrive at the tax office there is a ticket machine on the left press the top button as this is for changing ownership the next is for yearly car tax.

Yes it is possible, but it will cost 250 TL again to change the log book.
This is a good thing to do, in the event of a death of one partner you will not have to wait for probate.
All our large investments, car., House, boat, are in both names.
