New NHS Reforms for foreigners

Just a proposal at present, but the extract from today's article states, " anyone living abroad who has paid National Insurance for at least seven years in the past, to get free treatment while on UK visits"
Interesting article, if the outlined proposals become reality!

I wonder if the converse will happen - anyone living in the UK who has not paid in to the system for up to 7 years will have to pay for their treatment???!!!
