Curious re Noter letter? It is not a requirement for residency however you do need proof of income. A definitive list of requirements can be found on BRS web site

Your proof of address is Muhtar form, we usually just scan a copy onto computer and has been accepted by bank on one occasion in 8 years had to use it.

The "list of requirements" does not fit everybody it depends on your circumstances, I have never given proof of income? only bank statements to show I have the means to support myself, I had HSBC personally sign my statements but I have used printouts from internet with no trouble, Noter letter is "not needed by everyone" it depends on your personal circumstances.
