Cost of running a water cooler

I was at a friends house last night and observed that his water cooler ( upright Tredia) was switched off. He uses it as a water dispenser and chills it in the fridge. When I asked why, he said that to run it costs approx 80tl /month. Can anyone confirm that they are that expensive to run please.
