This doesn't surprise me. Istanbul, Antalya, Izmir and other cities in Turkey are streets ahead on their treatment of strays. I can't speak for the other lesser know cities and the country areas, which I understand are pretty awful. My first dog here which we couldn't seem to train properly, was taken up by the police as a sniffer dog by at Girne docks.
