any Graphic designers using computers out there???
Is there a Graphic Designer on the forum, who can explain to me about 'VECTORS' I'm desperate!!!

a design that is created using vectors differ from a regular image in the sense that especially resizing the design in normal picture format will cause losses, whereas in vector format you do not lose anything in resizing.
The defacto softwares for creating vector designs are coreldraw and adobe illustrator. They both have a steep learning curve and quite difficult to master.
If you can be more specific to what is it that you are trying to accomplish, maybe someone can help further.

The following link is a 'how-to' tutorial using vector based graphics to draw - it may help you

It explains 'how to' - using a program called 'paint shop pro', which is now out of production but still available. It is very easy to use.
If you can get hold of a copy - versions 7-9 you will find vectors are very easy to use.
As KBasat says - its basically creating drawings using pre-formed or freehand shapes or 'vector graphics' - having made/used a shape, and then decided to change or resize it, you simply drag a corner or edge to the size required, and it does not lose definition.
Another good point is that having created a shape which may consist of several different shapes, you can group them together, and copy & paste as many of the same without loss, as well as alter/resize etc.
If you have access to a copy of Microsoft Powerpoint - this is vector based graphics, try using the preformed shapes in this program - it may help in understanding how they interact.

David is designing some letters for a book title. He wants them turned into vector, then outlined in black and filled with two tone yellow to create shadows and then also add some shadow on the outside. He wants to have this a a seperate layer to then put on the title page of a book. David does not do computers, I do but I am not an artist. Just want to know if this can be done without 'hundreds' of hours of work

What you trying to do is actually very simple ONCE you lean how to use such programs. Professional software I mentioned above is quite comprehensive and comes with a steep learning curve, and takes years to master.
If you do not have experience in this area, I suggest getting professional help.

Some are wise and some otherwise.....
