Charges in Lapta for Garden Waste Removal

Suddenly last month I received a hand written bill for the removal of garden waste from the roadside. Never had one before in the last 10 years. Anyone else had one? Mine is particularly offensive as most of it is other people's rubbish.

Other people's rubbish is always particularly offensive!

We have been charged several times for the removal of rubbish from the spare ground opposite our house. Sometimes the rubbish has been ours (garden waste) and we were happy to pay and other times it has not and we were less so. Having spoken to them, apparently if we inform them when see rubbish dumped there that it is not ours, then we will not be charged, but otherwise the assumption will be its ours and its removal costs will be put on our bill.

We would happily pay for the removal for all our garden debris but the Belediye cannot get their lorry round the side of our building to the back of the property, where all the waste was put but it is a lot so unable to move it ourselves. Anyone any ideas as the Belediye cannot help.

This is just about the most stupid system I have come across. I have done battle with Lapta Belediye several times about the collection of rubbish, for which I have been charged, but has been deposited by other people. Why on earth don't the Belediye just add a lire or two to all of their monthly household rubbish collection charges and collect the blasted rubbish without the hassle from customers about whose it is?
