Making the right connection....

I've just bought an apartment that's a couple of years old - the original owner never used it since he purchased it as a new build, so (for whatever reason) no electricity meter was installed - therefore, I need to arrange this. I understand that I need to apply to Kibtek, providing them with proof of ownership, identity, and a deposit (I believe as a "foreign national", about 1400TL). I have the sales contract and passport (and funds!), so can anyone tell me what the full procedure is, and what else (if anything) is needed? I believe patience is one thing; I've been told "it can take a while....."
The apartment is in Karsiyaka, but I assume the appropriate Kibtek (or correct) office will be in either Girne or Lefkosa..?

Ben De. Bing is worse than trying to understand Turkish. It works ok with day Italian but their translation of Turkish is another language in itself! ! Memo to self - Learn turkish
