There are quite a few small independent phone shops in Girne that will be able to unlock your phone at a reasonable price.

What type of phone is it?

Shop in town does them. Going down from main car park, George Cafe on right, first shopping street on right,about 30 metres on left hand side. If it I-phone it's either 250TL or 350TL depending on circumstances from who you were contracted to. (350TL is if there were any defaults of payments to original contract). That is for I-phone 5.

Not free, but cheaper, and you can do it from home online.
I've used online services to unlock a mobile, without any problems.

Navel is correct you can use eBay there are many who unlock on there just make sure it's an official and not a jailbreak service.
