I don't know about stretching but I had a couple of pictures framed recently by the Art Shop on the main road leading out of town, towards Pia Bella on the left. They did a good job at a reasonable cost. The owner speaks English.

tansycat. I was with two people yesterday who have had their cross stitch embroidery stretched and framed by a person in the Old Town (Girne) Apparently you walk up the road almost opposite the Law Courts. This takes you to the small mosque on your left. Just before you get to the mosque there is a small shop (apparently you could mistake it for derelict) and there is a man there who does a great job. Sorry but I can't be more specific and you might just have to ask around. Good luck.

Hi Sophie/Tansycat. I first went to this shop (I have been before) but the man has now gone. He also used to have a stall at the Lambousa Saturday Market but hasn't been there for quite a few weeks now.

Oh well, its back to dani suggestion then, but if you want to get a comparison figure you could always try the framing shop next door but one from the large Magic Touch. That's where we take all our paintings to be framed.
