Kibtec Online Electric Bills

Hi, I have been onto Kibtec's website and it appears that you can view your bills. My question the log in screen translates as enter your mobile number and your I.D. card No., they will then send you a password. What happens if you don't have an I.D. Number?? I hope someone on here can help.
