Our tenant is having to spend a fortune on topping up the card for water - she cannot possibly be using that much & has had the Belediyesi out to look at it several times. They insist the meter is working correctly so as far as we can see there are only 2 possibilities either a leak somewhere of which there is no evidence or air being supplied.
Has anyone had a problem like this recently & found a solution?
Checking water useage with card meter??

Switch off the pump, all the taps and toilets in the house and see it the meter is still spinning/ticking over...
A leak on the roof tank is not easy to spot...

Had the same problem. Turned out to be a burst pipe under ground from the meter to the depot tank. Turn the feed pipe to the tank off and see if the meter is spinning . If it is then that surely means you have a burst pipe . We just replaced it with a surface plastic pipe as it was under concrete !.
